Abstract

Flooding is the costliest natural hazard in the United States, and climate change is increasing the frequency and intensity of extreme rainfall. Yet recent disasters reveal a recurring governance problem: even when forecasts are accurate, institutions often struggle to turn risk knowledge into timely protective action.

This thesis argues that these failures stem not only from meteorological uncertainty but from how U.S. disaster governance is structured. It identifies two mechanisms that shape flood outcomes. Hydrological misalignment occurs when flood maps, design standards, and other technical baselines lag behind contemporary rainfall conditions, limiting both pre‑event planning and post‑event policy revision. Institutional fragmentation refers to the distribution of authority across federal, state, and local actors, which complicates coordination during response and weakens the durability of post‑disaster reform. Together, these mechanisms create ambiguity about responsibility and costs, intensifying coordination challenges and reducing political momentum for adaptation.

To evaluate these mechanisms, the study uses a qualitative comparative case design. The 2025 Hill Country flood serves as the anchor case and is examined alongside Hurricane Harvey (2017), the Midwest floods (2019), and Hurricane Ida (2021). Drawing on government reports, agency documents, investigative journalism, and academic research, the analysis assesses governance performance across preparedness, emergency response, and post‑disaster adaptation.

The findings show that outdated hydrological assumptions not only constrain anticipatory action but also erode the evidentiary basis needed to justify reforms after disasters, allowing political and fiscal constraints to stall change. Fragmented authority further undermines the translation of accurate forecasts into coordinated response and weakens the durability of reforms once initiated. Although federal agencies increasingly endorse climate‑informed risk management, these structural barriers continue to impede implementation.

By linking technical and institutional explanations across multiple disaster phases, the study contributes to research on climate adaptation and helps explain why U.S. flood governance remains reactive despite improving forecasts. The results point to the need for modernizing risk tools to reflect evolving climate conditions and strengthening intergovernmental coordination so that accurate forecasts can translate into sustained institutional change.
